Details

Using a 17 Mar 2001 pull of mozilla, and running under X using the fvwm window
manager in focus-follows mouse mode I notice that when mozilla receives focus it
raises itself to the top.  This is new behavior, and it is incosistent with the
way most apps work in focus-follows mouse mode.  I suspect that most people
these days use click-to-focus, so no one noticed this new behavior.

Its pretty easy to reproduce this.  First take your window manager out of
click-to-focus mode.  Then bring up mozilla.  Then bring up an Xterm and obscure
part of mozilla with it.  When you move the mouse into mozilla, mozilla raises
itself above the Xterm window.
This is really annoying, nonstandard behavior. It gets one of my votes.
