Current panning algorithm is slow and cause many reflows. A better approach should be taken.

This is a wip that include scrollability in webapi.js but I'm not sure this is really required. This seems slower than the current scrolling if you try the contacts list of the latest version of Gaia.

I have no issue at all with that but I think this bug has been made obsolete by bug 745136.

Agreed, this isn't worth working on right now.  We can open a new bug if an emergency arises around M4/M5 time.
