Loading about:blank takes 4% of new window time.  Most of this time is spent 
resolving the style for the viewport and building scrollbars.  We shouldn't do 
either of these things.
interesting... is this os:all, or only win2k?

I can't do this.   Editor uses about:blank.  DOM authors can start with and
augment about:blank.  It must have scrollbars.

So, for the editor case, I propose about:editor-blank.  For the DOM case, can we
detect a mutation and resolve the styles and scrollbar-fu then?

Actually, the mutation detection would help in both cases, so maybe
about:editor-blank isn't required at all.  I'll look at this.

Reopening to keep hyatt's mind on clever solutions to this problem.

editor does.
