To help ensure that a developer is submitting a valid working app w/correct manifest, include a UI element that provides a checklist for the developer to review at time of submit. Actual design of submit workflow at discretion of UX/UR 

This checklist should mirror the copy that's provided on MDN docs, and can refer to docs page for more detail:

We've changed the developer flow about 4 times since this bug was filed so I'm going to close it.  If it's still valid please get UX involved with any concerns.
