When trying to access https://developer.mozilla.org/Project:en/Notes_on_doc-needed_bugs
when being logged out, I can see the page but get the following error message:
You do not have permissions to view this page - please try logging in.
This assertion is bogus: not only can I see this page, but a not-logged-in user is expected to be able to do so

It's a symptom of the MindTouch -> django -> MindTouch sign-in redirect problem which we can't fix.
Are you accessing MDN in English or another locale? i.e., Are you signing in with BrowserID or regular sign-in?
