OS: Android 2.3.4

Steps:
1. Open Fennec
2. Load any page (I used www.planet.mozilla.org)
3. Try panning the page

Actual: While panning the page text gets selected and links are tapped.

Expected: Text should not be selected and links should not be tapped when a panning action is performed.  

This issue doesn't occur on:
Firefox Beta 11 20120206190308

but it occurs on:
Firefox Beta 11 20120206202409
http://hg.mozilla.org/releases/mozilla-beta/rev/1c0aba74d116
