When focus enters the main mozilla window, mozilla automatically
raises that window to the top. This is a change in behaviour from
a few days ago. This is a _bad_ change.

Reproducible: Always
Steps to Reproduce:
1. Make sure the window manager does not have raise-on-focus set.
   this will vary from window manager to window manager.
2. start mozilla browser
3. place a second window partially covering the mozilla window
4. move the mouse pointer so it crosses a part of the mozilla
   window.

Actual Results:  Mozilla window pops to front immediately

Expected Results:  Mozilla should let the window manager control the raising of the
window. Since the window manager usually has many options as to
how it should happen, often including variations based on window
name, mozilla should respect the user's settings.
Yeah, this bug sucks.  Fortunately, a fix is in the process of being reviewed
right now...
