Reproducible: always, all platforms

Steps to reproduce:
1. Start Firefox and then open a new empty tab
2. Open style editor and then close it
3. Type http://cnn.com in the location bar
4. Press ENTER and then very quickly SHIFT+F7

Actual results:
"This page has no style sheet"

Expected results:
Display a throbber while the page is still loading

Note:
If at step 1 replace the empty tab with a particular webpage, after step 4 the style editor remembers the data from that page, instead of the new one from step 3.
