725438 - Ability to add custom "keyword"-type fields to a bug

It would be nice to be able to define custom fields that are
functionally equivalently to the current "keywords" field.  That is,
they would show up in the UI as text boxes, but would be constrained
by a list of valid values (configurable to be specified by the admin,
or not) and have all the same functionality (e.g. auto-complete,
regex query, etc.).

A multi-select custom field does not provide a functional enough UI
control to meet this need.
