Steps to reproduce:
I had Firefox open on my second monitor. This monitor is located above my primary monitor physically and virtually.
I do something like type into the location bar and the search suggestions pop up.
Or: I press Alt+T or any other key for the menu bar.
Actual results:
The menu doesn't display correctly, nor does the location bar suggestions or search suggestions. This happens in Release and Nightly.
See screenshot.
Expected results:
The menu should have opened normally.
