3. hit tab.
4. notice that the form submitting image doesn't receive focus.

This is a request for enhancement. IE is smart about this, and mozilla should be
too. Many users hit tab expecting the next item to receive focus. hitting tab in
this case sends focus to the next link, when it would be nice if the form
submission object received focus. This would allow people to submit forms
lacking true "buttons" w/ out reaching for the mouse.
Worksforme on Win98, except that the focus ring around the image isn't shown 
(which is another known bug that I can't find atm).
wow. I can't believe it. it works for me too on a newer build. my only gripe
would be the focus border at this point, as I'm sure there are some image posts
that don't work, and I'd like to know whether or not the focus was there.
The problem with images in links not getting a focus border is a few buglinks 
from bug 69704.  (Maybe bug 5693.)
You have tabbed to the image, it just doesn't show the focus. I think someone 
has a bug on this already. We are waiting for layout to implment CSS outlines.
