https://github.com/mozilla/socorro/pull/339 the values for file permissions was incorrectly assigned to the basename rather than basename.default. This did not cause a problem as the version of ConfigManager in use was able to deal with it. Technically it is incorrect. Thank you xni for finding and addressing this issue.
