This is already multi-homed, so we'll need to add a new instance of download.m.o in scl3 (depending on bug 728440 for the bouncer db, and bug 728441 for the dist cluster), then remove the sjc1 cluster from the glb.

We will move these nodes from sjc1 and leapfrog the service once they are up in scl3.
see bug 728441 for the hardware move - since aus3 is still single-hosted, timing is key.
