Since the wait time reports moved to buildapi01.b.m.o we've been getting mail like this:
E-mail (subject: Wait: 12153/99.26% (testpool)) send successfully to at least one receiver from: dev-tree-management@lists.mozilla.org (refused recipients: {})
This patch means we drop that output unless we hit either of the two error conditions we already cover (outright failure, or problems with some recipients).
