72925 - Migration from 4.x happens twice

Description

[Masaki Katakai]

I have ~/.netscape directory and does not have .mozilla. I have
selected "Convert Profile" for migration from 4.x once, but I was
asked again when the next startup.

1. make sure ~/.mozilla does not exist
2. start Mozilla
3. Click Convert Profile button on Confirm Migration dialog
   Mozilla is brought up
4. Exit Mozilla
   profile ~/.mozilla/katakai is created

5. start Mozilla again
   I am always asked agin about Migration
6. Click Convert Profile button

Now the profile "katakai" and "katakai-1" are created ~/.mozilla directory.

I'm seeing this problem on Solaris and Linux.
