Somehow this regressed again (see bug 723372 for a previous regression.)
Assignee: nobody → swu
Turns out, this works. Shian-Yow had the right suspicion that this is the provider's fault we happened to be using at the time. With a different provider, we get the dial tones just fine. Thanks, Shian-Yow!
