Prerequisites:
Mozilla/5.0 (Windows NT 5.1; rv:10.0) Gecko/20100101 Firefox/10.0

Steps to reproduce:
1.Go to https://marketplace-dev.allizom.org/en-US/developers/
2.Select My Submissions link (https://marketplace-dev.allizom.org/en-US/developers/submissions)
3.Open any owned app and click the Edit button in order to change Basic Information
4.In the Summary field, enter more than 250 characters.

Expected results:
After entering 250 characters, the counter should stop at value 0 and message should be truncated.

Actual results:
The counter is showing negative values after entering more than 250 characters.

The negative count is to indicate users how many characters they need to remove. This is fine---> wontfix.
