Just to be clear, we need a page translation dashboard, not a page translation ui per se (the wiki itself is enough: we don't translate sentence per sentence like a regular Web site). What we need is to know that a page has been changed and that translations must be checked/adapted.

We will build both, but this bug is to clean up the page translation UI we're inheriting from kitsune to work with the MDN skin.
