Details
If Firefox has already been updated, another attempt at the update will not fail properly. Firefox will continue to try and update, and when that fails, it will say that you need to manually update.
Steps to reproduce:
1. Open Firefox on one user account.
2. Use User Account Switcher to switch accounts.
3. Open Firefox on that user account, too.
4. Wait until an update comes through
5. Shut down Firefox on the new account.
6. Switch back to the old account.
7. Install update now that there's only one running copy of Firefox.
8. Switch back to second account.
9. Run Firefox.
Expected results:
Firefox realizes that the current version of Firefox is the same or greater than the version of the update, and cancels the update.
Actual results:
Firefox fails to update, and then tries to download the entire new version. After trying to update again, it will fail with an error message saying that you need to download the latest version.

I think this is essentially fixed. Closing old bugs as incomplete. If this is still an issue please file a new bug.
