In bug 653137, Boris explained what was the problem, and also noted that quite a few people using smaller screen laptops are having problems with this. I have patched the bug, and Ashish pushed to stage for me. I've QAed it, and it works as intended.

Fix contains only CSS changes, so no infrasec review needed.
