Add a way to disable checking for inclusion of all xpcshell.ini files to support out-of-tree extensions (and possibly others, e.g. Lightning which are using a workaround ATM, see http://mxr.mozilla.org/comm-central/source/mail/test/xpcshell.ini#28)
