steps to reproduce: 1. Upload a webapp with the option to set up PayPal settings later. 2. Load 'Manage PayPal' page or https://marketplace-dev.allizom.org/en-US/developers/app/marble-run-62/paypal/ expected behavior: The settings are enabled for the app owner and admin. actual behavior: The settings are disbaled for the app owner and admin.
