User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:12.0a2) Gecko/20120216 Firefox/12.0a2 Build ID: 20120216042740 Steps to reproduce: I went to Preferences -> Content -> Languages and pressed "Select a language to add". Actual results: I wanted to add some languages found only a few dozens of languages, while ISO 639 has several thousands. Expected results: At this stage it's probably OK not to have the whole of ISO 639 in that little box, but it should be possible to add a user-defined language.

You can add any ISO 639 language not listed in the pulldown by updating the preference intl.accept_languages via about:config. It is a comma separated list of languages to accept.
