Due to the fact that no DBus wrapper will work for us, we need to have something similar to android_bluetooth_common.h for b2g bluetooth wrt making dbus calls.

I made bug 740746 depend on this issue because DBus-level property setter and getter have to be done first to access Bluetooth.
As of Bug 732639 landing (just went to m-i), we now have a DBusUtils file we can put these in. We'll just add them as needed with new features.
