This turns out not to be true. I recently removed the QA Contact watches so I'm getting only Component watching. This morning, I got no email when bug 730671 was moved into the Layout: Text component. I didn't get any email for the bug until comments were added. (My preferences for Component Watching in https://bugzilla.mozilla.org/userprefs.cgi?tab=email request email for "A new bug is created", "The bug is resolved or reopened", "New comments are added", and "New attachments are added". That said, I think it would be best to just implement the "I'm added to or removed from this capacity" checkbox so I can choose either way just like for all the other possible sources of email.
i can see from the mail logs that you weren't sent an email for this change, however i'm having difficulty reproducing this issue -- i receive emails when a bug enters and leaves a component, both on bmo and in my development environment. i've replicated your watcher settings from bmo to my dev system and it's still triggering an email. (the investigation continues)

In case it helps, here is a screenshot of my full email preferences.
when a bug's component or product changes, the event triggered is classified as "other", which you've chosen not receive. i don't know why it's classified as such, but it isn't something we can change on a per-relationship basis :( http://bzr.mozilla.org/bmo/4.0/annotate/head:/Bugzilla/User.pm#L1523 i've filed bug 731526 for adding an explicit row to the email prefs tab to control product and/or component changes.
