Steps to reproduce:
Opened a window to a compose a new email message. Selected "Return Receipt" from the "Options" menu. Created an email and sent it. Then opened that email message from the "Sent" folder and viewed the source (CTRL+U). And also opened that email message to edit as new (CTRL+E). And finally checked for new mail (at the recipient email service) to verify if a receipt was successful.
Actual results:
Three things:
1. The email source did not have a return receipt header.
2. When opening the sent email as a new email composition, the "Return Receipt" option was no longer checked (in the "Options" menu).
3. The recipient email service did not inform the user a return receipt was requested.
Expected results:
1. The email source (after being filed in the "Sent" folder) should have contained a return receipt header.
2. When opening the sent email as a new composition, the "Return Receipt" option should still be checked.
3. The recipient email service should have informed the user that the received email (composed by SeaMonkey Mail & News) is requesting a return receipt.
Set importance to "Major", as I can not find any workaround to use return receipts.

Both sended and received messages have Disposition-Notification-To: header with sender address, receiver's software correctly generate auto response, so the only issue here is non-honored Return Receipt setting if reediting message, but I'm not sure, that it is not intended behavior. Can you check, is this reproducible with latest Thunderbird Nightly from ftp://ftp.mozilla.org/pub/thunderbird/nightly/latest-comm-central/thunderbird-13.0a1.en-US.win32.zip ?

I never saw the reported problems except that "Edit as New" looses the "return receipt" option as confirmed by Phoenix. I think that is a bug and I will open a separate bug report after some more research.
The other observed problems seem to be related to individual SeaMonkey installation, add-on or something else, won can know?
No response, so I close this one for now.
@Reporter: Please feel free to reopen this Bug if you still can reproduce the problem with a current SeaMonkey version and a current OS and if you can contribute a step by step instruction (containing every key press and every mouse click) how to reproduce the problem reliably and
c) add information
c1) concerning your Operating System (Version, Distribution, Language)
c2) concerning your SM localization (UI language, Locale setting)
c3) SM settings that might be related to your problems
May be you should attach a pdf print of menu
'Help → Trouble shooting information”
c4) how you launch SM (Double click on document? console? …)
c5) everything else crossing your mind after you read linked texts
f) POP3 or IMAP?
