731160 - Error is not cleared for "Enter new author email" field in Manage Authors page

Steps to reproduce:
1. Login to APPS Marketplace https://marketplace-dev.allizom.org/en-US/developers/
2. Click on "Manage Authors" link from a submitted app.
3. Enter an invalid email in the "Enter a new author's email address" field
4. Clear the email address field.
5. Enter a valid email address.
6. Move the mouse cursor over the field.

Expected results:
Email address field has its border colored in gray. No error messages are displayed.

Actual results:
Email address field has its border colored in red. Error message is still displayed for valid email address.

Issue is still reproducing in Marketplace https://marketplace-dev.allizom.org/en-US/developers/ and AMO Dev Hub https://addons-dev.allizom.org/en-US/developers/ 
The email address field no longer has it's border red but the tooltip with the error is still displayed, and changes color from red to blue.

Initially thought that was the expected behavior but the tooltip should now clear also.
