<summary>
Fix emoticon behavior for subject line or disable smiley button.
<repro environment>
build 03-21-04 + Win2000
build 03-21-04 + Mac OS 9.04
<repro steps>
-open mail
-place focus in subject line
-type some text, click the smiley face button and select an emoticon
<result>
Focus jumps to the body of the message (and incidentally, no emoticon appears
in either edit area).
<expected result>
If emoticons are supported for the subject line, the focus should remain there
when an emoticon is selected (and the emoticon should appear).
If emoticons are not supported for the subject line (or for mail address
fields), the emoticon button should be disabled while the focus is there.
