STR: (Works well on a tablet with a heavy page)
1) Go to cnn.com with as much of the page visible as possible
2) Zoom in quickly and out quickly (fast enough so that the layers don't get updated)
3) You'll notice when zooming out that the content is still visible, the after a split section the transaction should complete to the zoomed in view and it will cause you to checkerboard more.

We need to only accept transaction that will improve the checkerboarding and drop the ones that make it worse.

NOTE: This is low priority, ideally if we get our layers update fast enough we can avoid stale transaction in the first place.
