Mozilla/5.0 (Windows NT 5.1; rv:10.0) Gecko/20100101 Firefox/10.0

Steps to reproduce:
1.Go to apps marketplace and sign in : https://marketplace-dev.allizom.org/en-US/developers/submissions 
2.From app list, go to a premium app and verify the available actions under "More" dropdown menu.

Expected Results:
For a premium app , Manage Paypal action should be present under "More" dropdown menu

Actual Results:
Manage Paypal action is not present under "More" dropdown menu. It can be selected only after opening the application.
