73213 - whitespace changes should not be listed in bugmail

Bugmail change format is not whitespace preserving, so displaying these changes 
doesn't work which leaves users very confused

While I don't understand the comment above, the problem as I remember it is that
due to bug #73212, a bug can have a summary with trailing space.

This is basically a request so that leading and trailing spaces are stripped off
text fields before they go into bugs activity and mail notifications, both the
old value and the new value, so that if they are equal modulo whitespace they
don't register as making any changes (even though they do).

An alternative to this is to fix bug #73212 and remove the spaces from the
database in checksetup.pl.  This might be better as I suspect (from experience)
that a bug with trailing space will not let a non-privileged user add a comment
as it thinks the user is trying to remove the space.

We are currently trying to wrap up Bugzilla 2.16.  We are now close enough to
release time that anything that wasn't already ranked at P1 isn't going to make
the cut.  Thus this is being retargetted at 2.18.  If you strongly disagree with
this retargetting, please comment, however, be aware that we only have about 2
weeks left to review and test anything at this point, and we intend to devote
this time to the remaining bugs that were designated as release blockers.

clearing target in DUPLICATE/WORKSFORME/INVALID/WONTFIX bugs so they'll show up
as untriaged if they get reopened.
