Currently, a user needs to do File | New | Other Account ... | RSS | Done before he can add RSS feeds via the "Subscribe" UI.
The user should be able to directly add RSS/Atom feed URLs, without having to create an "RSS account". The latter is just an internal thing.

This is also needed because that "Other account" dialog should be removed in bug 732109.
Will he still be able to access the account in the Account manager the same way as today?
That's not part of this bug.
Ok, I'll assume that stays untouched (the "internal thing" will be created the same as today).
well, it's already done that way using commandline/protocol, eg from an Fx (or other client) feed page which allows selecting an external feed app to subscribe.

what exactly would the user action be otherwise?  a dnd url?  a clipboard url?

plus, why shouldn't a user create an empty feed account?  someone importing opml in fact would want exactly that.  otherwise there would need to be a menuitem to import feed opml which autocreates the account.  and if there's more than 1 feed account already, then a selection should be offered.

lastly, imo it's not correct to 'hide' account types that are available in Tb, from a product viewpoint.  i mean feeds and nntp here, regarding the parent bug.

Because it's an internal thing and even me as a TB developer couldn't understand at first what TB wants. Think as your grandma. Would she understand, without you explaining it? Probably not.

No, he would want an "Import OPML" UI option. If that option is available only after creating an artificial "feeds" account, that's a UI bug.
I don't know what you're proposing. The bug as per its title is wfm like alta88 said. I doubt opml import qualifies for a top level entry. Actually, i think import opml import would be a nice thing to add to the create feed account creation.
not only is this wfm, the import part is fixed in Bug 750292.
