Steps to reproduce:

i requested a page which pops up a window to insert login credentials.
before the requested page is loaded and the window pops up, i clicked and dragged a tab.


Actual results:

before having the chance to drop the tab into the desired location, the requested page is loaded and the pop up window appears, rendering the pop up window's submit and cancel buttons to be unclickable by the mouse, but accessible by the keyboard.


Expected results:

the pop up window's buttons should be clickable.
