Steps to reproduce:
1. Go to docs.google.com.
2. Sign in using a valid google account.
3. Open a pdf file in the browser.
4. Scroll the document - zoom in if documents fits in the screen to make sure you can scroll.

Expected results:
The user can scroll the document.

Actual results:
The pdf files can't be scrolled. A gray overlay is displayed while dragging which disappears when the user takes the finger off the touchscreen and the pdf document is not scrolled.

Notes:
-- The issue is not reproducible on the Android Browser or on the Fennec native browser on a Motorola Droid
