[plaintext] "New" and "Open" don't work correctly in plaintext editor (use PlainText editor for text files)

Details
Currently, "New" and "Open" create or open HTML files, not text files. We need to discuss whether the Plain Text editor is a completely separate module with separate menu items, or integrate the New, Open, and Save functionality with the HTML editor. The latter is better, but we need to modify the filepicker dialogs to really do this correctly. A simple solution might be to let "New" always create a new PlainText editor window when already in that kind of window and use "File | New | Blank page to edit" to create a new HTML page. Open is problematic, since even when in "PlainText", we are really a simplified HTML (or more correctly, DOM) editor editor under the hood.

MASS-CHANGE: This bug report is registered in the SeaMonkey product, but still has no comment since the inception of the SeaMonkey project 5 years ago.
