address bar context menu doesn't work when over flash content

Steps to reproduce:

Visit any youtube video page, scroll down until video was under the address bar.


Actual results:

right clicking the address bar did nothing


Expected results:

the address bar context menu should have opened.
Component: Untriaged → Location Bar
It also occurs when silverlight content is under address bar, so maybe an issue with how mouse events are redirected to plugins.

Tested youtube.com, embedded video on other site, and netflix.
