User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.7; rv:11.0) Gecko/20100101 Firefox/11.0 Build ID: 20120228210006 Steps to reproduce: Visit any youtube video page, scroll down until video was under the address bar. Actual results: right clicking the address bar did nothing Expected results: the address bar context menu should have opened.
It also occurs when silverlight content is under address bar, so maybe an issue with how mouse events are redirected to plugins.

WFM in FF 32b on OSX 10.9. Tested youtube.com, embedded video on other site, and netflix.
