This bug is similar to bug 636087.

Fennec uses "multi" locale to represent multi-locale builds, and the entry should look like /mobile/releases/$version/android/multi/fennec-9.0b4.multi.android-arm.apk (actually using :lang replacement).

Could you add "multi" locale to Tuxedo.
