Steps to reproduce:

I attempted to go to addons.mozilla.org with Firefox security.ssl.require_safe_negotiation true several times.


Actual results:

Several times, I was denied access to the site due to "peer attempted an insecure negotiation".


Expected results:

Every time I tried to go to addons.mozilla.org, Firefox should have let me.
