Instead of redrawing link in the middle of the page as is intended by the
A:hover style that is set in top of the page source, part of the banner ad on
top of the page is redrawn instead.  

Reproducible: Always
Steps to Reproduce:
1.Open URL: http://www.ireland.com/scripts/tardis.plx?main=newspaper/breaking
2.Scroll down to the bottom
3.Move the cursor over some of the links near the top


Actual Results:  Part of the banner at the top of the page gets drawn in place
of the text.  

Expected Results:  The text should be redrawn with the new colour as per the
style set at the top of the page.  

I see that this page uses the layer tag. I'm afraid I don't know what
consequences this might have.  If it is the cause of the problem, I'd be
interested in knowing why(and how to recognise other pages with similar problems
so I can avoid spamming your mailboxes with unncessary bug reports :-)

I have tried to reproduce this result at different scrollbar positions but only
by dragging the scrollbar to the bottom seemed to trigger it.  It could be
dependent on the size of the page however, so it may be necessary to wait until
there is sufficient news to see this behaviour(I can attach a document with the
above behaviour, but since the links are likely to change, I'm not sure how
useful this would be)

I have taken the URL from the source of the main ireland.com page so it should
not be specific to any single day(I don't know if the URL which you are
redirected to is valid on subsequent days).  If there is any problem accessing
the above, simply choose the Breaking News service link from the main
page(http://www.ireland.com/) and follow above instructions.

Just noticed while reading the news, that this bug appears to be fixed.  Can
someone verify and mark fixed(should I just mark fixed myself in future?).  
I'm not seeing the problem with todays build on Linux. Marking fixed.
