73464 - Properly sized xul iframe should not get scroll bars

I created a xul iframe of 1024*708 inside a xul window of exactly that size and
placed an HTML file within the frame that was exactly 1024*708.  No matter what
I did, I could not get the scrollbars to NOT appear, even though the content did
not go beyond the size of the iframe itself.  The only way to avoid the
scrollbars was to resize the content by exactly the width (and height) of the
scrollbars.  This is clearly not acceptable as the content was correctly sized
for the size of the window (note: the frame's border was set to 0, so this was
not the issue).

This isn't really that important at all, on a scale of 1 - 5, it's a 1 (low).

It's simply as tidyness issue.

An image perfectly sized to the viewport produces no scrollbar here

Haven't bothered trying an iframe, as I estimate a high probability that this would be closed or at least moved due to issue age
