73466 - Xul iframes need a scrollbars property

I created a xul iframe of 1024*708 inside a xul window of exactly that size and
placed an HTML file within the frame that was exactly 1024*768.  No matter what
I did, I could not get the scrollbars to NOT appear, even though the content did
not go beyond the size of the iframe itself.  The final solution I came up with
actually required me to use an html iframe element <html:iframe>.  Though this
is a solution, it's a brutal hack.  I see no reason that XUL iframes should not
have a property which allows the programmer to control the scrollbars.

This isn't a duplicate.  This bug specifies adding a scrollbars property to xul
iframes, whereas bug 73464 deals with xul iframes that are exactly the right
size, but get scrollbars anyway (even though they should not).
