had some VM issues with redis and the signing server was blocked trying to read data from the socket.
one symptom of this is that clients can connect to the http port, but then the connection times out:

command timed out: 1200 seconds without output, attempting to kill

also, stracing the process shows it's blocked on recv(12, ...)
