Steps to reproduce:
1. Open Fennec
2. Browse to http://etherpad.mozilla.com:9000/testday-20110617
3. Scroll up/down the main frame

Expected result:
The main frame content is scrolled up/down easily. Also the webpage will not be scrolled while performing step 3.

Actual result:
At step 3, the main frame is scrolled down very slowly or sometimes this action is really hard to be performed. The webpages might be scrolled during this process and remain like that until the scroll action is over.
