Expected results:

Provide a way to move tabs back under the main menu.
That's bug 735622 unless you want this as a configuration option.
There's already a way (via userChrome, untested):

No, it shouldn't. This only applies to the Aero theme (so Windows Vista/7). As for why, I'll quote myself:
