That's bug 735622 unless you want this as a configuration option.

There's already a way (via userChrome, untested): #mail-toolbar-menubar2 { -moz-box-ordinal-group: 0 !important; }

Shouldn't it be Platform: All,All? Changing.
OS: Windows 7 → All
Hardware: x86_64 → All

No, it shouldn't. This only applies to the Aero theme (so Windows Vista/7). As for why, I'll quote myself:
