736139 - Older add-on version is not displayed when a new version is added

Steps to reproduce:
1. Login to AMO Homepage https://addons-dev.allizom.org/en-US/firefox/
2. Click on "Tools -> Manage my addons".
3. Click on "Manage Status & Versions" link on a listed add-on that is Awaiting Preliminary Review.
4. Upload a new Add-on Version.
5. Go back to "Manage Status & Versions" page.

Expected results:
All the previous versions of the add-on are listed.

Actual results:
Only the last version of the add-on is listed.

Notes/Issues:
Issue is also reproducing in production.

Verified as fixed in https://addons-dev.allizom.org/en-US/developers/ on FF24 (Win 7).
