Per today's channel mtg, we'd like to fully unthrottle updates to FF11.0 for a few days (bug#736283), and then re-throttle back to zero again (this bug) to watch feedback. This bug is for the *re*throttling only. Waiting for formal "go" from akeybl, but we expect this to be on Sunday (18th). In the meanwhile, we can still write patches and get them r?'d.

Landing the reverse of attachment 606660 [details] [diff] [review] should do the trick.

Let's hold off on this till 3/19. The latest ADU numbers suggest that we're still under 10 million FF11 users.

I unlanded the patch that turned the updates off, and synced the test snippets to live. All done here now. Still waiting on the last couple of reconfigs, but this is done.
