I also added an empty-list notice to narrow-environments pages, with a link prompting people that they need to add some environments to the product version.

Carl/Eric: When you have a filter applied that results in an empty list, you get a prompt for populating the list (even though the list may already include envs, just not visible because of filters). I guess this doesn't result in duplicates, so is that okay? I'm not sure what the other alternative would be; maybe a prompt to remove filters, if there are any applied?

If this is fine as-is, it's ready to be merged and delivered.
