If you enter "^^^^" into the Featured Rep textfield on https://reps-dev.allizom.org/featured/edit/4/, you'll get the following error messages:

System Message: ERROR/3 (<string>, line 1)
Document or section may not begin with a transition.

which shows up on https://reps-dev.allizom.org/featured/

That is because the Featured Rep textfield is a RestructuredText field. You get an error because ^^^^ is invalid markup. This is intended behavior and not a programming error.

I'll mark this bug duplicate of bug 737121, so that in the future we generate nicer error messages.
