If you select "Themes" in preferences, there used to appear a little descriptive
picture of the classic theme.
Now, there's no picture, but solid black.

Reproducible: Always
Steps to Reproduce:
1. Go to "Edit - Preferences"
2. Select "Themes"
3. Select "Modern"

Actual Results:  No picture of the modern theme.

Expected Results:  Little picture of the modern theme

which points to an image in the old flat files.

It should be
chrome:image="jar:resource:///chrome/modern.jar!/skin/modern/global/preview.gif">
to pick up the gif from the jar file.
marking dup of 74076. 74076 has a patch attached to it.
