Dump of current Sync code

Aurora request:

Apparently we're spinning the beta from Aurora, not m-c, so here's the current state of Sync. Dependencies are marked as deps of this bug.

Should be a rubberstamp, because the alternative is no Sync in beta.

I'll upload stub patches for subsequent work, but this came as a surprise so we have a batch.
